The easiest way to get up and running with Drush is to go to the Drush Github releases and download the latest number 8 release.
At this writing, the latest Drush release for Drupal 7 / YAD7 is version 8.31
Drush is packaged as a .phar file, so your system needs to have PHP and the PHP phar extension installed and you need to have the correct file associations for your development system to run it.
